Lisa Watts Baskin, Of Counsel

Lisa Watts Baskin joined Smith Hartvigsen as Of Counsel in January 2022.  She holds a law degree from J. Reuben Clark Law School, Brigham Young University.  She has practiced law for over 30 years with significant experience in local government, land use, administrative law, government affairs, initiative and referendum,  legislative drafting, and appellate litigation.  She represents private and public clients including metro townships, municipalities, special districts, and citizen groups.  Lisa is an Administrative Law Judge with the Utah Office of Inspector General for Medicaid determinations and formerly an ALJ with the Utah Insurance Department. She presently serves on her city council for her third term and has served two terms on the planning commission. In 1988, Lisa clerked for the late Utah Supreme Court Justice Richard C. Howe.  She was appointed the Executive Director of the Utah Constitutional Revision Commission. She was an attorney for the Utah State Legislature with the Office of Legislative Research and General Counsel, drafting multiple statutes and constitutional amendments.  She has served on policy and advocacy boards regarding child welfare, foster care, guardian ad litem oversight, legislative matters, health and wellness, and equal political participation.
